Mission Statement
The City of Tonawanda Engineering
Department shall perform professional design, construction, and administration
of improving waterlines, storm and sanitary lines, roadways, bridges, and other
potential projects. The Department shall use the latest in technology and
engineering techniques to improve service and reduce cost. Prioritizing,
planning, and building the City's infrastructure presents a constant challenge
because of its age and condition. We continually strive to meet the needs of
City residents, businesses, and departments by responding to information

Spaulding Fibre – Restore NY
Status: Construction Phase Scope: Asbestos removal and demolition of remaining above ground structures (+/-460,000 sq.ft.). Some basement, slab and foundation removal. Completion: Late 2009

Planning and Design of Revitalization Projects for Gateway Harbor and the Niagara River
Status: Study Phase Scope: Identify and develop projects to be added to the Local Waterfront Revitalization Program. Develop three alternative uses for the area along both sides of Young Street between Broad and Main. Plans shall include a mix of recreational, residential, and commercial uses. Perform a structural evaluation on the Spaulding Fibre intake structure. Based upon results design either a scenic overlook point utilizing the structure or prepare plans for demolition. Completion: Early 2009
Fire Hall Roof Replacement
Status: Substantially Complete Scope: Replace the existing leaking membrane roof with a new membrane roof. Add pitch to the flat roof to ensure proper drainage. Repair roof top units Completion: Substantially Complete
Fire Hall Expansion
Status: Preliminary Design Complete Scope: Prepare design for expansion of the City of Tonawanda Fire Hall. Expansion shall include additional vehicle bays to alleviate congestion, additional office space, and additional space for paid and volunteer fire companies. Alternative designs include a one-story addition, full two-story addition, and a two-story addition with the second story left as a shell with interior work to be completed at a later date. Completion: Preliminary Design Complete.
Main Pump Station Pump Replacement
Status: Construction Phase Scope: Demolish existing Pumps No. 1 and No. 2 including motors and controls. Modify suction and discharge piping. Demolish existing seal water pumps including motors and controls. Demolish existing bubbler system. Demolish existing comminutors. Make structural modifications, including access hatches, required to remove existing equipment and install new equipment. Install new Pumps No. 1 and No. 2 including controls and motors. Install new variable frequency drives and harmonic filter. Install new pressure transducer level sensing equipment. Completion: Early 2009
Status: Consultant Selection Scope: Monitor sanitary sewer collection system to identify potential areas of excess inflow/infiltration. Conduct field investigations including manhole inspection, smoke testing, and dye testing to identify sources of inflow/infiltration. Evaluate system performance. Identify future projects to address areas of concern and to reduce/eliminate sanitary sewer overflows. Completion: Late 2009
Gravity overflow monitoring
Status: Construction Scope: Install flow monitoring equipment at all gravity overflow locations within the collection system. Monitor overflow locations weekly and report data to the NYSDEC on a monthly basis. Completion: Installation complete. Continuous monitoring and reporting.
2008 Sidewalk Replacement Project

Main Street Beautification
Status: Substantially Complete Scope: Beautify project area along Main Street from the City line near Delton St. to Franklin. Project includes installation of new curbs, sidewalk, trees, decorative colored/stamped concrete, roadway mill and overlay. Completion: Substantially Complete
Virginia Street Reconstruction
Status: Complete Scope: Project includes installation of new sidewalk, new sanitary sewer, new waterline, new curbs and full depth pavement reconstruction. Completion: Complete
Benton Street Improvements

Niagara Street Culvert Over Two Mile Creek
Status: Identification of potential funding sources Scope: Replace existing culvert on Niagara Street over Two Mile Creek. New structure will be sized to accommodate hydraulic issues. Final scope depends upon available funding. Completion: Pending project funding
ADA Compliant Fishing Pier
Status: Design Phase Scope: Installation of an ADA compliant fishing pier along the south shore of Ellicott Creek across from the Long Homestead. Project includes ramps and sidewalk required for access to pier. Completion: Final pier location and design pending completion of the Planning and Design of Waterfront Revitalization projects for Gateway Harbor and the Niagara River.
Water Treatment Plant Redevelopment
Status: Environmental Investigation Scope: Complete Phase I and Phase II environmental site assessments at the Water Treatment Plant to determine the extent of environmental contamination at the site. Project will include recommended action (if required). Completion: Late 2008
GIS Needs Assessment
Status: Study Phase Scope: Follow New York State Department of Education guidelines to identify potential uses for GIS within all City Departments. Evaluate existing capabilities and equipment. Completion: Late 2008

PERMITSRIGHT-OF-WAY PERMITThis permit is available from the Engineering Department and is required for any work on City property.
This permit is required for, but not limited to:SidewalksDriveway apronsExcavations in the pavement and shoulders of the streetCurbsBubblers* Sanitary sewer laterals* Water services* Any other unlisted work on City property
Either the homeowner must perform all work or a Contractor licensed to work in the City of Tonawanda.
*A licensed plumber must perform bubbler, sanitary sewer, and water line work
Fees:(1) For a street cut (curb to curb area), per location:a. The fee shall be $200.00 for an excavation of three by six feet.b. The fee shall be $10.00 per linear foot of an excavation beyond either the length or width specified above.(2) For an inside cut (inside the curb to the property line), per location: $30.00(3) Public utilities fee, per location: $30.00. If utilities provide complete restoration pursuant to specifications on file with the engineering department, they are exempt from the fees mentioned above. Checks should be made out to the City of Tonawanda Treasurer.
FREQUENTLY ASKED QUESTIONS
Will the City replace my sidewalk?
City sidewalks are replaced based on their condition and available funds. The Engineering Department takes requests for sidewalk replacement continually. Once every year all sidewalk requests are evaluated and rated. The sidewalks that represent the greatest hazard to public safety are replaced first until the sidewalk budget is exhausted.
Sidewalk replacement is performed by a contractor and is bid and let once per year.
If a sidewalk represents an immediate hazard the Department of Public Works can install an asphalt patch.
EPA STORM WATER PHASE II
The City of Tonawanda is a participating member in the Western New York Storm water Coalition.The Western New York Storm water Coalition is a forum for the regulated communities to share resources and work in partnership toward compliance with the United States Environmental Protection Agency (U.S. EPA) Phase II Storm water requirements. The overall goal of the Coalition is to utilize regional collaboration to identify existing resources and develop programs to reduce the negative impacts of storm water pollution. The U.S. EPA Phase II Rule requires operators of small municipal separate storm sewer systems (MS4s) to develop and implement a storm water management program that addresses six minimum controls. The six minimum controls are: 1. Public education & outreach 2. Public participation & involvement 3. Illicit discharge detection & elimination 4. Construction site runoff control 5. Post-construction site runoff control 6.
